Meatpacking District

Jeffrey C. LeFrancois is the Meatpacking District Management Association’s Executive Director. He works to ensure the Meatpacking District remains a cutting-edge, ever-evolving neighborhood in Lower Manhattan with thriving retail, commercial, and residential communities. With a significant focus on improving the public realm and expanding programming, LeFrancois has shepherded the creation and management of 30,000 square feet of plazas and four open streets in the Meatpacking District.
He has a deep connection to the westside, and works to improve access to city services, expand housing opportunities, and to make NYC a safer, more equitable place. Prior to his work in the Meatpacking District, LeFrancois served as Chief of Staff to Council Member Corey Johnson. Before working in the City Council, he was Deputy Chief of Staff to Assembly Member Richard N. Gottfried. 
LeFrancois is currently a board member and Co-Secretary of the NYC BID Managers Association. He chaired Manhattan Community Board 4 from 2021-2023, and propelled the board’s housing advocacy to the front page of the <a href="https://www.nytimes.com/2022/12/15/nyregion/manhattan-community-board-housing.html">New York Times</a> through their Affordable Housing Plan, which calls for the creation of nearly 30,000 new apartments; he currently co-chairs the Chelsea Land Use Committee. With a passion for parks and housing, he also serves on the board of Housing Conservation Coordinators and is a Governor’s appointee to the Hudson River Park Trust Board of Trustees. LeFrancois previously served on the Hudson River Park Advisory Council for five years.
Born into a small business family in southeastern Connecticut, he graduated from Pace University in Lower Manhattan with a BA in Political Science. 
Some of his favorite things in life include cooking and entertaining friends, traveling for art and urban planning, throwing pottery, sipping cortados, and enjoying very cold vodka martinis – with a twist. He is an avid composter and lives with his partner, Carter Maxwell, and their mini wirehaired dachshund, Scarlet, in Hell’s Kitchen.

Tiffany R. Griffin is the Director of Marketing, Events, + Partnerships for the Meatpacking BID. From strategy to execution, Tiffany curates the programming and storylines of the neighborhood to develop authentic, culturally-relevant moments, drive commerce, and build community.
Tiffany brings a diverse background to the Meatpacking team. Her career began as a digital strategist at a variety of creative marketing agencies where she held senior roles and led teams to set the vision and develop brand narratives for world-class brands including Gillette, Belvedere Vodka, Stuart Weitzman, Pantene, and Olay. She was also a trendspotter focusing on millennial and multicultural consumer groups. After several years on the agency side, Tiffany began working as an independent marketing consultant where she’s developed strategy and communications plans for C-level executives at Facebook, Google, and the former Prime Minister of Trinidad and Tobago. She has also consulted with a number of MWBE startups to elevate their positioning in the marketplace. 

A passion for commercial real estate and the rapidly evolving retail landscape brought Tiffany to the Meatpacking BID in May 2019. Her agency and consulting background allow Tiffany to work nimbly and efficiently with the numerous retail and hospitality businesses in the neighborhood. 

A Chicago native, Tiffany has called New York home for more than a decade and is a licensed New York real estate agent. Tiffany received her B.A. in English from Spelman College in Atlanta, GA, and M.S. in Integrated Marketing Communications from Northwestern University in Evanston, IL. You can find her at a good oyster happy hour or taking meetings on Gansevoort Plaza with black coffee in hand.

TIFFANY R. GRIFFIN﻿

Evan R. Sweet is the Meatpacking Business Improvement District’s Director of Neighborhood Planning and Operations. He is a native New Yorker, who has been interested in New York City’s geography, economy, and development since he first saw the subway map. Evan directs the day-to-day operations of the Meatpacking BID, delivering high-quality neighborhood services and public spaces, and directs the BID’s public placemaking and planning initiatives including the Pedestrian-Oriented District plan and DOT Open Streets program. 
Before joining the Meatpacking District, Evan worked extensively in economic development and urban planning within the New York region. He has a deep understanding of city policy, zoning, and real estate development in New York. Marquis projects Evan has contributed to include DSNY’s Commercial Waste Zones program, Central Business District Tolling, and the Islanders Stadium at Belmont Park.
Prior to his current New York residency, Evan worked in Central Kentucky, where he developed economic programming for the Paris-Bourbon County Economic Development Authority. There he developed a robust downtown retail environment and managed a 144-acre industrial park specializing in automotive and commissary industries. For his dedicated public service in Bourbon County, Evan was commissioned as a Kentucky Colonel, the highest civilian title of honor bestowed by the Governor of Kentucky.

Julia Bailey is the Events + Program Manager for the Meatpacking District. Starting as a Marketing + Communications Intern for the BID, Julia created digital content and executed events for the neighborhood. Now as the Events + Program Manager, she manages, oversees, and executes events and programming in a range of size and scope for Meatpacking District businesses and employees along with NYC residents and visitors. Julia is also an excellent gif-response emailer.

Kevin Capuno is the Meatpacking Business Improvement District’s Operations Manager, joining the team in 2022. He is from Calgary, Alberta, and is an alumnus of the University of Calgary and The New School’s Parsons School of Design. Before joining the Meatpacking District, Kevin worked at two Midtown BIDs and managed farmers’ markets in Manhattan and Brooklyn. He brings his passion for community engagement, data, and design.You can find him, coffee in hand, assisting with the on-the-ground operations of this eclectic neighborhood.

The Meatpacking District Management Association is a business improvement district (BID). It's one of 76 in New York City and it serves the businesses, residents, and visitors of the area with a common goal: to program, promote, and take care of the Meatpacking District. There is a broad community that makes the District distinct. The BID organizes community events and entertainment. We're the partner with the City to maintain and keep clean over 30,000 square feet of plazas and four Open Streets. Our teams are on the ground seven days a week sweeping the sidewalks and engaging with visitors. We've planted trees and made gardens in planters that soften the industrial architecture. The work, at its core, is to ensure that businesses succeed and the characters who work, live, and play here enjoy it and are happy to return. We love this cobblestone corner of Manhattan, and it's at its best when people here are able to thrive.
